Horatio by late game is very much incredibly threatening as they are capable of going for any victory type they can create top tier fleets in a few turns or spam out swarms of cheap ships in a single turn. OH! and Horatio has some pretty stupid happiness bonuses by late game. Secondly late in the game you can convert pops to be ultra-efficient Horatio. Literally can make civilizations go entirely extinct. You can genocide large swaths of the galaxy when you first assimilate.
